HI Mr. Hani , I want to thank you for your effort and the helpful information , I suggest to ignore the unlogic data which give a non accurate picture , I live and work in UAE for 3 years, my experience is about 6 years , and according to my information and view the minimum salary for the planning engineer is at least 8000 AED , 4500 AED can be a start for a fresh graduate , however I think that this data is a real data , because always there are some exceptions, also the factor of the country experience is very important, for example a planning engineer with 6 years experience in Egypt need to move to UAE to look for a job, in his first job he will not get the salary he deserve, because of the ( UAE Experience) , so may his salary can be only 4500, after only one year, he can move to a salary which is more than double of the 1st one, ( 10,000 or more) , and that is why you found a big gab between the min and max salaries ,
Thank You
