Your comments are highly valuable to me. Kindly notice that it is not enough to look at the each event separately, you have to build your argument in claims based on the approved construction schedule.
1- Block work; is on the critical bath, which meas you can’t use the delivered materials until consultant approve. Any delay will push the date.
2- For some other items you mentioned, there is float for those activities and usually (depending on contract) float is owned by owner and it will be a consultant argument that he is consuming HIS FLOAT.
3- Many projects can be tested and commissioned by using Generators and even starting the operation which will not in my opinion will cause any claim for EOT.
