Following are my comments,
For material submittal-02 ,I think manufacturing should be carried out after getting the approval of material submittal.
For Minutes of meeting-11, Nothing mentioned about the delay of work because of late payment. I think subcontractor can suspend their work after some period of notification of late payment. For our project, it was 21 days but amended into 90 days.
Shop drawing-I think as per schedule contractor has enough time for purchase
