Dear Karman ,

Kindly find the following answers for your questions :

1- No need for making resource leveling with each update , but you can check with every update the main key resources and if it needs making resource leveling or not.

2- After making resource leveling  you may need to re-baseline , if you make changes with activity start dates and change sequence of work.
