Regarding the second concern that the schedule has a lot of negative floats, I think you should have a meeting with the planning engineer of the contractor and ask him to specify the reasons for that negative float for each activity.
If his reasons are logical and he has an action plan to get the project on track, so you are free to accept the negative float or not.
It actually depends on the nature of the project, the amount of negative float, and the activities themselves.
